The zoom levels need to be more granular.  The existing zoom steps are too drastic.

  Agreed. http://support.allisonhouse.com/entries/62818960-3D-Globe-2D-Flat addresses this perfectly. Zoom levels are in increments instead of whole zoom levels in the new framework.
