Maps Customizations Not Working Properly

No matter what I do in Maps, I can't make Maps start without showing roads. I can go into BASE in menu and turn them off after it starts. I have tried everything. I have toggled roads in Default View on the Maps launch page, but that doesn't work either. The only thing I have selected on the Default View page is Political Boundaries.  I need my Maps default view reset.
