winter weather watches/warnings

The winter watches/warnings do not always so up when selected in uic panel in 2.0 maps when there are currently winter weather advisories on going.

I'm continuously monitoring this in order to reproduce the issue. Once reproduced, I'll get to work on a fix. Unfortunately, I'm currently unable to reproduce the issue.
